Sewage treatment and disposal for Newport News businesses and residents is handled by a regional authority. The Hampton Roads Sanitation District Commission (HRSD) operates four sewage treatment plants on the Virginia Peninsula. HRSD operates efficiently and professionally and this keeps the cost of service low. These costs include monthly service charges that are generally based upon water usage and one-time charges for new sanitary sewer service. Companies that recycle process water or otherwise have water usage that does not return to the sanitary sewer system can have special meters installed to monitor actual sanitary sewer flow.

Some industries require wastewater pre-treatment before wastewater can be accepted into the sanitary sewer system. High-content industrial or commercial wastewater may also be subject to a surcharge. HRSD’s Industrial Waste Division provides special technical assistance in order to aid new industries in determining the costs and alternatives associated with industrial waste treatment. The City, through its Engineering and Public Works Departments, constructs, upgrades and maintains sanitary sewer and wastewater feeder lines throughout Newport News. The City’s Engineering Department also reviews new sanitary sewer service as part of a coordinated site plan review process.
